I would echo what Cub has already said, it does sound like brain tumour symptoms. You could try steroids as mentioned, but the nature of brain tumours is they are not cureable and so it is a case of managing the symptoms for a period of comfort before deciding to put to sleep. Not sure about rat safe materials, Id assume most rug/carpet material ought to be non toxic.
But...I would also say, in my experience, that a rubber backing will likely encourage them to chew it.
Id go with something light enough you can stick it in the washing machine from time to time

As an addition,
Ive used steroids loads of times, occasionally for weeks at a time (PT) but I didn't know they could, potentially, cause that kind of reaction, so Ive learned something important here myself, thank you both
