New Rat Owner Health Query for Baby Dumbo rat

Hi all, was just hoping for some advice. We just got two baby dumbo rats from a breeder. All seemed fine. They were breathing fine and seemed healthy.
They are quite young rats I would say 3 weeks old.
They were quite active when we got them home. One was quite docile and fell asleep with a bit of stroking -the problem is she seems quite lethargic.... she’s alright when you pick her up she chirps up a bit. Is she just missing her mom? Do we hold her or leave her alone?

Any help would be super appreciated!

Kittens will sleep a lot, but shouldn't seem lethargic at all - is she gaining weight?

The minimum age a kitten should be homed at is actually 6 weeks - if she really is only 3 then that is appalling :( and a sign that the breeder is not responsible. Could you post a picture so we can judge her age? How much does she weigh?

They will need to be supported with milk and enriched food (see this article). Her immune system will also be under developed so there is a real danger that she is or will become ill.
